Pursuant to the "Cosmetics Hygiene and Safety Management Act" and the regulations issued by the Ministry of Health and Welfare, all manufacturers or importers of cosmetics that fall under the specified categories and meet certain scale requirements must establish a Product Information File (PIF) for the cosmetics they place on the market. However, manufacturers of solid handmade soap that are exempt from factory registration under the law are exempt from the requirement to establish a PIF.

The relevant information is compiled and maintained by the responsible cosmetic business operator in written or electronic form and is provided only to the competent authority upon request for inspection in accordance with the law; therefore, it is not subject to public disclosure.

Pursuant to Article 2 of the Enforcement Rules of the Cosmetic Hygiene and Safety Management Act, the registration of cosmetic products and the creation of Product Information Files (PIFs) shall be the responsibility of the cosmetic manufacturer or importer.
Contract manufacturers may provide relevant information to assist in the creation of PIFs based on actual manufacturing circumstances; however, the responsibility for creating and maintaining PIFs remains with the cosmetic manufacturer or importer.

If cosmetics are manufactured in multiple stages, the relevant manufacturing and packaging sites must be specified in the Product Information File (PIF) in accordance with the actual manufacturing process to ensure traceability of product quality and safety.

Manufacturers or importers of cosmetics—with the exception of artisanal soap producers exempt from factory registration—must complete product registration prior to supplying, selling, giving away, publicly displaying, or offering products for consumer trial. This requirement applies to general cosmetics effective July 1, 2021, and to cosmetics for specific uses effective July 1, 2024. The same applies to any changes to such products.

  • Phase 1: "Cosmetics for Specific Uses" will take effect on July 1, 2024.
  • Phase 2: "General Cosmetics for Infants, Lips, Eyes, and Non-Medicated Toothpaste and Mouthwash" will take effect on July 1, 2025.
  • Phase 3: "General Cosmetics" effective July 1, 2026. (Excluding solid handmade soap manufacturers exempt from factory registration.)

The method of indicating the expiration date shall comply with the *Cosmetics Hygiene and Safety Management Act* and the *Cosmetics Labeling Regulations*. The expiration date shall be clearly indicated on the outer packaging, container, or label by means of embossing, printing with fade-resistant ink, or other similar methods. If indicated on a label, all required information must be printed or embossed with fade-resistant ink on the same label; it must not be indicated separately.

In accordance with the "Regulations on the Labeling of Cosmetics," if the maximum surface area of the outer packaging or container is less than 40 square centimeters
, the following information must be displayed: product name, intended use, name of the manufacturer or importer, date of manufacture and expiration date, or date of manufacture and shelf life, or both the expiration date and shelf life. Any other required information may be provided via labels, leaflets, cards, tags, or digital means, and the method for accessing such information must be indicated on the outer packaging or container.

Article 8 of the "Regulations on the Labeling of Cosmetics"

(1) For products with a net weight or volume greater than 800 g or 800 mL, the height and width of the font shall not be less than 2.0 mm.

(2) For products with a net weight or volume of 800 g or 800 mL or less (inclusive), but greater than 300 g or 300 mL, the height and width of the font shall not be less than 1.6 mm.

(3) For products with a net weight or volume of 300 g or 300 mL or less, the height and width of the font must not be less than 1.2 mm.

the current "Cosmetics Hygiene and Safety Management Act" and related labeling regulations, once a cosmetic product has been registered, there is no requirement to display the registration number on the product’s outer packaging or container. Product registration is intended for administrative and inspection purposes by the competent authority and is not intended for public display.
